The New Yorker has an interesting article on the history of gerrymandering, reviewing a book about how it has kept the Republicans in hold of Congress in recent years, despite them receiving a minority of votes. The problem, of course, is that practical politics works in the present, and any attempt to move to a better electoral system requires those in power to not reject a future where they have given up the current tools in their hands. And both parties like those tools.
