Why not a Vernal Holihour?

Springing forward on the wee hours of Sunday loses either an hour of wine and revelry the evening before, or an hour of Sunday morning. What a mistake. In spring, we should adjust the clocks at 4pm Friday, everyone at labor getting a one-hour shorter workday. This Vernal Holihour would be added to other customary breaks from the work calendar, like one-eighth the 4th of July in that long stretch between Mardis Gras and the actual 4th of July. What would it take to get Congress to make official this one-hour respite? I suspect, in the current political clime, the idea would get filibustered.

Nice thought. I would prefer they do away with daylight savings altogether or just use e.g. Zulu worldwide. Then you would feel both the season and the longitude.
